In an effort to ensure a fair and peaceful electoral process, Makerere University has unveiled a comprehensive set of regulations for Guild Presidential aspirants as they gear up for the upcoming elections.
In a letter dated February 5, 2024, Mr. Ramadhan Kirunda, the guild electoral chairperson, outlined the guidelines aimed at maintaining order and fostering a peaceful campaign period. Among the regulations, several activities traditionally associated with campaign efforts have been prohibited.
According to the guidelines, hall discussions, commonly referred to as Bimeza, rallies, and physical campaigns are banned. This move is intended to prevent any potential disruptions and maintain a conducive environment for all candidates to engage with the student body.
The decision to impose such restrictions comes in the wake of past incidents, including the tragic death of a student during guild campaigns in July 2022. Makerere University first banned physical guild elections following this unfortunate event, signaling a shift towards a more regulated campaign process.
The letter emphasized that each guild presidential aspirant is permitted to move with a maximum of 15 people while transitioning between different places of residence and colleges. Additionally, rallies both inside and outside campus premises are strictly forbidden, with campaigning hours limited from 7 am to 9 pm, ensuring a standardized timeframe for all candidates.
Moreover, aspirants are prohibited from affiliating with any political party, in accordance with Section 6(2) of the Makerere University Students’ Guild Statute. Any form of violence instigation, as outlined in Article 71(e) of the Guild Constitution, is strictly forbidden.
Furthermore, defacing university buildings and littering with campaign materials are strictly prohibited, aligning with Article 71(c) and (d) of the Guild Constitution. Making noise and campaigning outside the designated time frame are also strictly forbidden, as outlined in Article 71(f) of the Makerere University Students’ Guild Constitution.
The release of these guidelines underscores Makerere University’s commitment to ensuring a fair and transparent electoral process while prioritizing the safety and well-being of its student body. As the campus community prepares for the upcoming Guild Presidential elections, adherence to these regulations will be crucial in maintaining a positive and respectful campaigning environment for all involved.
