Once Deputy Academic Registrar in charge of Ceremonies at Makerere University, Etuusa Margret Roy Lubega has evaded a two year jail sentence by paying a Four million Court Fine.
The anti Corruption Court Judge Margaret Tibulya today, ordered Etuusa to either pay four million shillings for the Four Counts of abuse of office which she was convicted upon or in default serves a two year Imprisonment sentence. The defendant could not afford the latter hence opting for the fine.
Justice Tibulya also disqualified Etuusa from holding a public office for 10 years under section 46 of the Anti-Corruption Act 2009 since Ms Etuusa was charged with four counts of Abuse of Office in August 2018.
Etuusa was in charge of Certificates, Ceremonies and Publications and is said to have contravened procurement laws, regulations and procedures during the University’s 67th graduation ceremony.
Prosecution led by Muhumuza Edward states that on the 15th of February 2017, while at Makerere University office, Etuusa irregularly procured companies and people to provide different services for the said graduation ceremony, such as phone keeping, drinks, food and flower vending without following procurement laws.
