Guild presidents in different universities have attacked Parliament for passing amendments in the Public Finance Management act 2015.
The university presidents under their umbrella body Guild President’s Forum on Oil Governance say section 36 that give government a lot of power to accessing public funds without seeking permission from parliament is worrying.
The association chairperson, Yoram Bayenzanki says such legislation not only breeds a culture of abuse of public funds, but encourages unregulated spending as well.
“Considering the petroleum fund, most of us youth had so much banked on it actually to maintain our livelihood and welfare and also those ones who have no jobs try and feed on that. You may find that money will be misused like public funds I must say we also want to shun away from all the activities of all the activities of these MPs.”
On 30th September 2015 the Minister of Finance, Planning and Economic Development, Matia Kasaija tabled in Parliament amendments to the Public Finance Management Act, 2015 among others seeking to give Government the freedom to access funds from the Central Bank without prior approval of Parliament.
