‘Be accountable; avoid abuse of office’ – Kyambogo University VC Urges Staff

The Vice Chancellor of Kyambogo University, Prof. Eli Katunguka-Rwakishaya, has called on university staff to act responsibly, avoid misuse of office, and prioritize accountability in all their duties. He warned that misconduct could have serious consequences, including salary deductions.

Prof. Katunguka made the remarks on Wednesday, September 10, 2025, while officiating at the Internal Audit Awareness Workshop held in CTF Auditorium 105. The workshop brought together administrators, faculty leaders, and auditors to reflect on strengthening accountability systems at the institution.

With Kyambogo University experiencing steady growth in student enrolment, Prof. Katunguka underscored the need for staff to meet their responsibilities effectively. He urged leaders, particularly deans, to ensure that teaching, examinations, and results are delivered promptly and in collaboration with all relevant staff.

“As leaders, we must supervise all personnel who report to us and guarantee timely service delivery,” he said. “It is crucial to exercise caution regarding accountability and the potential misuse of office, which can lead to significant issues at any point, whether you remain in office or not. When you hold a position of responsibility, it is essential to take charge.”

He further encouraged a mindset shift among staff, emphasizing ethical responsibility and service delivery as central to the university’s mission

Prof. Katunguka also challenged researchers to focus on solving societal issues through innovation while maintaining integrity. He urged staff to avoid plagiarism and uphold high academic and research standards.

The Vice Chancellor highlighted progress made at Kyambogo University through the adoption of policies and guidelines that decentralize risks and responsibilities to faculties. He noted that this governance approach has improved efficiency and accountability across the institution.

Delivering welcoming remarks, CPA Ashim Tumweboneire, the Chief Internal Auditor, explained that the role of internal audit is not punitive but constructive.

“The purpose of auditing is to add sustainable value and provide guidance on appropriate processes,” he said. He emphasized the independence of the Internal Audit function, which allows auditors to carry out their responsibilities without external interference.

He cautioned that inefficiencies and risks can persist if audits are not conducted properly, potentially leaving management unaware of areas that require urgent attention.

In his closing remarks, Prof. Katunguka reiterated the need for policies and guidelines to regulate human conduct within the university.

“Human beings can be tricky; therefore, we must enforce guidelines. Naturally, human beings are sinners, and that is why we need policies and guidelines to streamline our operations,” he stated.

He called on staff to embrace accountability, ethical leadership, and innovation as a way of ensuring Kyambogo University remains competitive in Uganda’s higher education sector and beyond.
