The Minister for justice and Constitutional Affairs at Gulu University, David Tumusiime says the recent reshuffle by the guild president was illegal and an act of excitement.
In his letter dated 14th June, 2022, Tumusiime urged the students at Gulu University to disregard the reshuffle made by their guild president Mr Lapyem Thomas Awany.
The justice minister says the Guild President acted contrary to the guild constitution which demands for approval by two thirds of the guild council before any reshuffle is legalized.
Tumusiime thus adds that the recent reshuffle was illegal and an act of excitement by the guild president.
“Kindly disregard the information over the reshuffle since it was illegal and out of excitement,” Tumusiime noted in his letter to the students.


For the past weeks, Gulu University has been a center of drama as the guild council advocated for the impeachment of their guild president who was abroad on a tour.
Upon his return, Mr Lapyem Awany, the Gulu University guild president referred to the cabinet minsters as children whom he was to continue teaching the rule of law.
Mr Lapyem (perhaps in an act of revenge) reshuffled his cabinet replacing at least four ministers with new ones.
However, the justice minister has come out to reveal that the reshuffle was illegal and an act of excitement.
