Roman Mugalya Mutono, the 2015/2016 Busoga University Guild President is a smiling man after landing a juicy job in the Office of the Prime Minister (OPM), Campus Bee has established. We have learned that Mugalya has been appointed a Policy Analyst in the office of the leader of Government Business and his recruitment begins effective immediately.
Mugalya, who also served as a two times Guild Speaker of Busoga University and a member of the Busoga University Council went on to serve on the Uganda National Students Association (UNSA) executive as a General Secretary and Executive Secretary.
With quite an impressive portfolio and experience in dealing with policies affecting young people especially, the OPM offered him a job and we have learned that he gladly took it up.
Policy Analysts are responsible for analysing sector policies for accuracy and consistency with the national policy. In doing so, they provide draft policy options and advice for consideration by Senior Management, provide performance reports for sector policies and programmes and any other duties as may be assigned from time to time.
Government policy analysts develop government policies and provide advice and briefing to Ministers and Senior Management in their line of work/work station. They do so by evaluating, researching and consulting with stakeholders to be able to come up with the best advice for the government to adopt.
As a result, they must be excellent problem solvers, capable of weighing up the pros and cons of a particular policy option and finding which one is the best for the officers they report to. They must also know about, or be able to learn quickly, the policy cycle (how new policies are passed) and the machinery of government.
As public servants, policy analysts must have loyalty to the government of the day. While they may not personally agree with the direction Ministers are taking policy, at the end of the day they must go along with it.
Policy Analysts in public service fall under the U3 Salary scale that we have established carries between 3.5M and 7M a month.
