Robert Kabushenga, the former Vision Group CEO, has been removed from the shortlist for the Kampala Capital City Authority (KCCA) Executive Director (ED) position due to not meeting the educational requirement of a master’s degree, according to the Public Service Commission.
Kabushenga expressed gratitude to supporters for their encouragement and accepted the decision. He had hoped to bring his media and management experience to KCCA, aiming to address Kampala’s urban challenges.
The role of KCCA Executive Director was first established in 2011 with the appointment of Jennifer Musisi, who transformed public perception of the office through her commitment to accountability and service delivery. Initially, the position faced skepticism, as the city was previously managed by a mayor. Musisi’s efforts set a high bar, making the ED an essential role in Kampala’s urban administration.
The KCCA ED reports to the Head of Public Service and is responsible for managing public funds, coordinating service delivery, and implementing policies in line with national laws. Additionally, the ED provides technical guidance to both the Lord Mayor and the Authority, working closely with them on policy, administrative, and legal issues. The position demands accountability to Parliament, with a mandate to ensure that the city’s services meet minimum standards.
Applications for the role closed on October 18, and the Ministry of Public Service has since removed the job posting from its website. As Kabushenga exits the selection process, the focus now turns to the remaining candidates who must bring both academic qualifications and hands-on expertise to lead KCCA effectively.
