Recently, we issued an article about the cancellation of Primary elections at Gulu University following a document from The Dean of students’ office. It was just two days after that the Deputy speaker, Rt. Hon. Owachgiu Edward Emmy came out to refute the dean’s document saying it is unconstitutional rendering it null and void.
On 14th, Mr. Mpora Christopher the dean of Students responded to Emmy’s communication dated 11th March and had this to say, “I write to reiterate and emphasise my communication made on March 6th 2018 that there should be no primary elections in relation to the forthcoming Guild elections.”
After a series of these, the minister of Justice and Constitutional affairs, Hon. Omara Moses came out to give clarity to the matter arising. In a letter addressed to all Faculty Presidents dated 15th March, Omara guided that there was only one established electoral commission for the guild elections at the University. “Faculty members can carry out elections of other positions EXCEPT those represented in the Guild Council, that is to say, Faculty president, Academic secretary and Guild Representative Councils (GRC’s),” said Hon.Omara.
Despite all this, one primary election has already been conducted by the Acholi cultural Association which presented Ojengo Boniface as their candidate for Guild Presidency. Other faculties like Agriculture and Faculty of Science have scheduled dates for their primary elections and they persist that nothing is stopping them.
