The whole of last week (20th-224th January 2020) was Uganda’s fourth parliamentary week, where people from the public were given a chance to participate in various parliamentary activities. The climax of it was Friday 24th January 2020 with a public parliament. The aim of the public parliament was to give a chance to the rest of the Ugandans whether educated of not, adult or young to partake in the law making process and to see how it’s done by their respective members of parliament.
As it is always in the official parliamentary sittings, where the speaker heads the house, the same was done on the day for public parliament where the public was given an opportunity to vote for their own speaker since they were the MPs of the day. This gave a chance to six youths, 5 of them being university students from Makerere, Kyambogo, Islamic University In Uganda (IUIU), Law Development Centre (LDC) to contest for the post of speaker-ship.
At the end of the voting process, Mr. Experito Mutesasira a second year law student from IUIU emerged the winner with 194 votes and he was sworn in by the Clerk to Parliament of the republic of Uganda. After swearing in, Mr. Experito was given security guards and a private convoy that drove him directly to the State House in Nakasero where he met the president of the republic of Uganda H.E Y.K Museveni. After a period of about 20 minutes, he was driven back to parliament.
At 3pm, the public (MPs of the day) was ushered into the parliamentary chambers where after the speaker of the day Mr. Experito entered the chambers with tight security and the debate began.
The motion was ‘’A resolution of the public parliament commending the government of Uganda for building a strong democracy in Uganda.’’
The ceremony was graced by Hon Gabriela Cuevas Barron, a Mexican MP who is also the president of World Inter Parliamentary Union and Hon Betty Aol Ocan who is the leader of opposition in the parliament of Uganda.
