The management and administration of Kabale University in conjunction with officials from the Ministry of Public service have launched a Human Capital Management System at Kabale University.
The official launch was preceded by four days of conducting an implementation of Human Capital Management System training for the University’s Top Management, Administrative, and Supporting Staff. The training was done at the University-Main Campus on Kikungiri hill, southern division in Kabale Municipality.
Speaking to the Kabale University Top Management board, Administrative and Support Staff, Mr. Robert Ssaka the Project Manager- Human Capital Management System in the ministry of Public Service said that the rationale behind the system is the automation of all Human Resource Management (HRM) functions in Ministries, Departments, Agencies and local governments including Public Universities.
Mr. Ssaka further noted that the system includes the establishment of management chat, recruitment management, payroll and deductions management, retirement and pension management, performance management, leave management, disciplinary procedures, grievances handling, training and development, talent management and succession planning, and human resource planning.
He additionally noted that the system will improve productivity of all employees at Kabale University because all human resource functions will be automated from establishment management, recruitment management, leave management, performance management, time and attendance to duty, and several management functions.
Mr. Ssaka noted with optimism that by February this year, all Administrative and Support staff at Kabale University will start applying for leave among others, through the system. Ultimately, the University Vice-Chancellor, Prof. Joy C Kwesiga, observed in her speech on behalf of the University Management, that the system was bound to better and ease the management of the university.
