The Law Development Centre (LDC) in Kampala witnessed a significant leadership transition on May 21, 2024.
Mr. Frank Nigel Othembi, the outgoing Director, officially handed over office to the new Director, Dr. Pamela Tibihikirra-Kalyegira, during a ceremony held at the Director’s office.
Mr. Othembi warmly welcomed Dr. Tibihikirra, congratulating her on her new role. He emphasized the importance of teamwork and encouraged the Heads of Department and other staff present to continue striving for excellence under the new leadership.
“A chain is only as strong as its weakest link. As a team, if you have a weak link, the entire chain will collapse. I urge you all to continue working as a team and give support to the new Director,” Mr. Othembi stated.
Dr. Tibihikirra expressed her enthusiasm for the role and her commitment to working collaboratively with the LDC team to achieve greater milestones. She urged the staff to maintain their dedication and efforts in propelling the institution to new heights.
The ceremony was attended by several top management members, including Mr. Hamis Ddungu Lukyamuzi, Secretary/Head of Human Resource and Administration; Mrs. Annette Karungi Mutabingwa, Head of the Bar Course; Mr. Joseph Semugabi, Head of the Library; Mr. Sylvester Henry Wambuga, Assistant Director at Kampala Campus; Ms. Racheal Lubowa, Assistant Director at Mbarara Campus; Mr. Herbert Walusimbi, Assistant Director at Lira Campus; Ms. Nancy Masendi, incoming Assistant Director at Mbale Campus; Mr. Paul Mukiibi, Head of Law Reporting, Research, and Law Reform; and Ms. Gillian Tumushabe, Executive Assistant to the Director.

This transition marks a new chapter for the Law Development Centre as it continues its mission to enhance legal education and professional development in Uganda.
