Prime Minister, Dr. Ruhakana Rugunda, is today expected to receive 100 copies of a report authored known as Omaswa by the task force which is supposed to shed light on job evaluation, re-organization of staff structure and financing of Makerere University.
The Omaswa task force report does not only shed light on staff structure and financing but it is also meant to provide lessons and best practices for transformative higher education hinged on science, technology, engineering and innovations as drivers of economic growth and socioeconomic transformation that will help students in the near future.
The Omaswa report also includes the recommendations involving the financing sources for Makerere University and private sector and global resource mobilization for a public higher institution of learning. The document also contains recommendations on Makerere Institute of Social Research.
Government is expected to appoint an inter-ministerial committee to develop a white paper on the Omaswa report. The white paper will assist in implementing the presidential directive on restructuring courses in all public universities and degree awarding institutions.

Chaired by Prof. Francis G. Omaswa, the task force was constituted in September 2011 in the wake of a staff strike at Makerere University over remunerations.
