Makerere University has directed that all campaigns for the ongoing Students’ Guild electoral process be conducted strictly online, banning physical rallies, posters, and any form of on-campus political mobilization.
In a communication dated February 18, 2026, the Office of the Dean of Students informed all students that the Guild electoral process has officially commenced with the election of the Electoral Commission underway.
The directive, issued by Dean of Students Dr. Winfred Kabumbuli, reminded students to conduct themselves in accordance with the Makerere University Students’ Guild Statute (2022) and the Student Guild Constitution.

Under the new guidelines:
- Campaigns must be conducted strictly online.
- No physical campaigns, pinning of posters, noise-making, rallies, or any election-related disruption will be allowed on campus.
- Academic activities and lectures must not be disrupted.
- Students are urged to maintain a peaceful and respectful academic environment.
The university emphasized that the measures are intended to safeguard normal academic operations and ensure a calm electoral period.
The notice was copied to the Vice Chancellor, Deputy Vice Chancellors (Academic Affairs and Finance & Administration), the Chief Security Officer, and the Guild President, signaling heightened administrative oversight during the election period.
Guild elections at Makerere have historically drawn significant student participation and vibrant campaigns, sometimes accompanied by tensions. The latest directive appears aimed at minimizing disruptions while preserving order on campus.
Students have been urged to comply fully with the guidelines as the electoral process progresses.
