Makerere University Deputy Vice Chancellor Finance and Administration, Prof. Barnabas Nawangwe has said the I.D Fee is genuine and without any malice therein.
He said the government of Uganda has come up with a basic Electronic Information Management System for all Public Universities. And so they came up with CEMAS.
This system will handle all University records including among others Students’ Academic Records, Financial Records and Human Resource.
It will be a uniform Identity Card in all Public Universities. It has many features that include,
1. Ability to capture and record Class attendance.
2. Ability to track examination attendance without use of exam permits.
3. Track students movements around University departments such as the Library.
“We have told the Ministry that Continuing Students have already bought Identity Cards and they cannot be charged extra. Our stand is that the Ministry should buy Identity Cards for the continuing Students”, Prof. Nawangwe emphasised.
For the meantime, the University doesnt have permanent devices to handle the functionalities of the new Identity Card. But this being a project of the Ministry of Finance, it will come with hand held devices for the meantime and the University will gradually adopt electronic doors and technology to match the Identity Card.
