Makerere university’s 87th Guild Representative Councils (GRCs) have been divided into two antagonistic camps in a scramble for money that has been termed ‘Constituency Development Fund’ (CDF).
Members (some) of the 87th guild house are demanding for a minimum of one million Uganda shillings each and quite a number have vowed to sabotage the budget session unless CDF comes to pass. Some members argue that the CDF will empower them to do more for their constituencies as they claim money given to ministers can never bail out their constituencies.
“I represent a hall of residence. No minister will ever be concerned about it,” one of the GRCs supporting the notion told the Bee.
The GRCs have argued that ‘Its time to rejuvenate and empower a common GRC for the ultimate benefit of a common Makererean as we celebrate 100 years’ hence need for the fund.
Howbeit, the house seems to be divided as some members don’t see the essence of the constituency development fund. Some members argue that with CDF, GRCs will usurp duties of the university administration such as providing dust bins.
With the ministerial budget still in existence, its not yet clear what the intent of CDF is and nor are GRCs exact on what kind of projects they intend to do using this fund. There is, however, a huge debate regarding what the money attached to ministries will be used for if CDF comes to pass.
