The Inspector General of Police (IGP), Martin Okoth Ochola, has transferred and appointed 12 senior police officers as Regional Police Commanders (RPCs) and District Police Commanders (DPCs) in a reshuffle that was announced on Wednesday 20th December.
The Wednesday transfers and appointments include a new Chief of Security for Makerere University.While giving a statement on the transfers, Police spokesperson, Emilian Kayima, said the police chief transferred and appointed the senior officers to improve service delivery and fill existing gaps.
“We congratulate all officers for the appointments and deployments. We wish them all the best in service of the people. We expect the public to accord them warm reception and work close with them to ensure that the police is the people and the people is the police,” Mr Kayima said.
It’s in this shake up that Assistant Commissioner of Police (ACP) Phillip Acaye, who has been the Regional Police Commander (RPC) for Wamala region has been transferred to Makerere University as Chief Security Officer replacing ACP Enock Abeine who has been posted to Greater Masaka as RPC.
Abeine who joined Makerere last year replaced the flamboyant Jackson Mucunguzi who is now the DPC for Jinja Road Police Station.
He has not had a chaotic term if office like his predecessor as the university faced an unprecedented quiet in a very long time.
The new Police chief Phillip Acaye is not new to controversy as he was almost implicated in a murder scandal during his time as RPC of East Kyoga region when some errant policemen under his watch tortured a suspect to death. It took the intervention of President Museveni to ensure that the Police got to the root of the matter.
