Makerere University Responds to Allegations on X Platform

Makerere University has officially responded to ongoing discussions and allegations circulating on the X platform, addressing key concerns related to governance, staff promotions, disciplinary actions, and infrastructure developmen

University management acknowledged an audio recording allegedly capturing a staff member soliciting a bribe to influence the salary harmonization process. The individual in question, an elected representative to the University Council, has been interdicted as investigations continue. The university emphasized that the accused had no role in the Appointments Board and will receive a fair hearing.

The university addressed delays in appointing substantive Deputy Vice-Chancellors (DVCs). For the Finance and Administration role, a legal challenge initially stalled the process, but following case withdrawals, the University Council resumed the appointment search. The next step is set for the Council meeting on February 11, 2025.

Similarly, the appointment of a new DVC for Academic Affairs remains in limbo due to a court petition against the appraisal process. The Council has postponed further deliberations until the matter is legally resolved.

Makerere University reaffirmed its adherence to rigorous academic staff promotion procedures based on its Human Resources Manual. Professors and Associate Professors undergo extensive internal and external assessments before advancement.

Regarding retirement policies, the university clarified that academic staff retire at 60, as per Ugandan law. However, the institution offers post-retirement contracts based on performance, available vacancies, and funding, ensuring that contract extensions do not hinder staff promotions.

The press statement confirmed that the University Council operates in compliance with the Universities and Other Tertiary Institutions Act (UOTIA). Representatives from government bodies, staff, students, and other stakeholders serve fixed four-year terms, with no individual exceeding the legally prescribed tenure. Leadership elections within the Council also adhere strictly to UOTIA guidelines.

To improve efficiency and transparency, the University Council has introduced biometric attendance for staff and digitized student services, including applications, fee payments, and exam records. Recent staff disciplinary actions have included the interdiction of two senior staff members over allegations of corruption and non-performance, reinforcing the institution’s commitment to accountability.

Makerere University highlighted substantial government-backed infrastructural advancements, including the recently reconstructed Main Building, commissioned by the President in October 2024. Other developments include the completed renovation of Lumumba Hall, ongoing refurbishment of Mary Stuart Hall, and new buildings for the School of Law and School of Dentistry. Further projects, such as the School of Public Health and the extension of the School of Women and Gender Studies, are underway.
