In a response to an inquiry from the 91st Guild President, H.E. James Churchill Ssentamu, the Vice Chancellor of Makerere University, Prof. Barnabas Nawangwe, has officially clarified the institution’s revised policy on fees payment for the upcoming Semester Two examinations of the 2024/2025 academic year.
In a letter dated April 22, 2025, Prof. Nawangwe confirmed that the University Council approved a Senate proposal allowing students to sit for exams after paying at least 60% of their tuition fees. According to the new policy, students will be eligible to sit for the equivalent number of examination papers proportionate to the percentage of fees paid—at least 60%. To be allowed to sit for all their exam papers, students must have paid 90% or more of their fees.

“The resolution by the Council as highlighted above will apply to the Semester Two examinations for the Academic Year 2024/2025,” stated Prof. Nawangwe in the letter.
The move comes in response to ongoing discussions between student leaders and the university administration regarding more flexible payment structures to ease the financial burden on students.
The Vice Chancellor’s communication was officially copied to key university stakeholders including the Deputy Vice Chancellors, Academic Registrar, University Secretary, and Dean of Students.
The policy is expected to offer some relief to students facing financial constraints, while still maintaining academic accountability and operational sustainability for the university.
