Retired Supreme Court Justice Prof George W. Kanyeihamba has advised that the probe team into Makerere University affairs makes the proceedings of their affairs public.
The visitation committee which was appointed by President Yoweri Museveni on November 14 is headed by Dr Abel Rwendeire.
The proceedings of the committee have been held in closed-door meetings since then.
The retired Justice said he had hoped that the proceedings of the visitation committee were going to be made public.
He said members of the media should be reporting about it because it is a public matter where everyone should know who is giving evidence to the visitation committee and what evidence.
Prof Kanyeihamba also said he had been consulted by the visitation committee and he attended to them for three hours.
“One of the views I told them and they appreciated is that the President is a visitor to Makerere and according to the Universities and Other Tertiary Institutions Act, he is a visitor to all public universities but he not a manager of universities.”
Section 40 of the Act vests the power of managing the university into the university council.
He said that the President as a visitor can only make suggestions.
Kanyeihamba observed that legally, the President’s role is to supervise and guide universities but he has no executive powers to take a decision like he was ill-advised to take.
