The Ministry of Justice and Constitutional Affairs (MOJCA) has reported significant milestones in implementing the National Resistance Movement (NRM) Manifesto 2021-2026. Presenting the updates at the Office of the President Auditorium, Permanent Secretary Robert Kasande highlighted achievements in justice, governance, and anti-corruption efforts.
Key Achievements
Compensation for War-Affected Communities
One of the standout accomplishments has been the compensation of households affected by past conflicts in the Teso, Lango, Acholi, and West Nile regions. The government provided restitution for lost cattle, bringing relief to communities that have long awaited justice and reconciliation.
Implementation of the National Transitional Justice Policy (NTJP)
The NTJP has been rolled out to promote reconciliation and healing in post-conflict areas. Through this policy, the government has taken steps to address legacies of conflict, fostering harmony and rebuilding trust in affected regions.
Strengthened Anti-Corruption Measures
The fight against corruption has gained momentum, with the government reinforcing investigative and prosecution systems. A key development has been the expansion of the Computerized Prosecution Case Management System (PROCAMIS) to 20 additional stations. This technology has enhanced efficiency in handling corruption cases, ensuring timely and transparent adjudication.
Support from Allied Institutions
Several institutions, including the Uganda Human Rights Commission (UHRC) and the Electoral Commission, have played a critical role in advancing justice and governance reforms. Their efforts have supported the broader objectives of strengthening institutional capacity and governance frameworks.

The Ministry reaffirmed its commitment to achieving several long-term goals, including:
- Enhancing access to legal services for all Ugandans.
- Strengthening the capacity of justice and governance institutions.
