Over 2,000 Students Awarded Government Loans, Including 134 With Special Needs

The Higher Education Students’ Financing Board (HESFB) has confirmed that more than 2,000 students have been awarded government loans to pursue higher education this year. Among them are 134 students with special needs, who have been considered under the affirmative action window and allowed to study both sciences and selected humanities.

According to officials, the scheme prioritises programmes in science, technology, engineering and mathematics (STEM) as a means of supporting Uganda’s long-term development agenda. However, in recognition of the unique challenges faced by persons with disabilities, the board has extended the opportunity to include selected humanities courses.

Eligibility for the loan scheme is determined using district quotas, gender balance, socio-economic considerations, and equity. Applicants are required to submit their applications online, attaching a range of supporting documents including a university or college admission letter, national ID, academic transcripts or certificates, birth certificate, passport photograph, proof of processing fee payment, as well as two sketch maps indicating both their current residence and home of origin.

On repayment, Section 23 of the Higher Education Students’ Financing Act 2014 stipulates that a beneficiary must begin repaying the loan, together with the specified interest, at least one year after completing the programme of study. “For the avoidance of doubt, this shall apply whether the person is employed or not,” the Act states.

The law, however, provides room for early settlement of the loan. Section 27 allows beneficiaries to make advance repayments in a manner approved by the board.

Officials emphasised that the loan scheme is a key tool in widening access to higher education, particularly for students from disadvantaged backgrounds, while ensuring accountability and sustainability through structured repayment.
