Nsibirwa Hall in Makerere popularly known as “The State”, was on the 5th of May paralyzed when the Lunch meal that usually begins at 12:30 PM was unusually extended to about 1:50 PM as a section of students demanded for accountability of the money used to cover their Annual Finalists’ Dinner.
Chief among the Students demanding accountability is a one Louis Namwanja, a controversial 2nd Year Law Student popular for his undying criticism of the Former Guild President of Makerere, Mr. Bala David Bwiruka. Kizito contends that the 5M contribution from the IGP Gen. Kale Kayihura was unaccounted for by the Organizers among whom is the Hall Chairman, Bishanga Moses.
He further alleges that the Chairman should come out to clear the air on whether the Former Guild Speaker in the 80th Guild of Makerere, Chark M. Benson contributed anything towards the dinner.
In his reply, the Hall Chairman confirms the reception of 5M from Kayihura (himself a former “State” General in the early ’80s) but denies having received any amount of money from Chark Benson. On the issue of accountability, the Chairman said he cannot do that at such a time as it would be in breach of their “much cherished” Constitution which highlights in Art. 4 (2) (1) and Art. 9 (e) that the Secretary of Finance is mandated to provide accountability at the end of the term.
The Nsibirwa Finalists’ Dinner took place on May 1st at Emerald Hotel and their after party was at Sundowners. The Organizing Committee maintains it was a very successful dinner much to the disappointment of the students who say it would have been better had that money been put to “better” use.
Campus Bee sources in the Hall have learnt that the Chairman is co-accused with a number of other Students.
Among whom are; Tumwebaze Nelson (Finance Secretary), Were Salim (GRC), Madong Oscar (Interior Secretary), Tumwa Arnold (Former Chairman), Abaho Baker (Culture Secretary), Musasizi Enoch (Chief Elder) and Kamoga Stephen (General Secretary).
