News reaching the hive is that a traffic police officer has been charged for allegedly attempting to rape a female student from Kyambogo University.
Sergeant Richard Kasule, attached to the Central Police Station (CPS) in Kampala and residing in Kireka, Kira Municipality, appeared before the Buganda Road Chief Magistrate’s Court on Monday.
Chief Magistrate Ronald Kayizzi formally charged him with attempted rape and remanded him until April 29 after he failed to present sureties.
According to the incident report, all this occurred on March 30, 2025, at the Golf Course area in Kampala.
It was revealed that the student was driving when she made a U-turn, prompting Sgt. Kasule to stop her vehicle. After explaining her traffic offense, he allegedly confiscated her driving permit and instructed her to follow him to another location.
Allegedly, Kasule initially demanded a Shs100,000 bribe, but the victim only had Shs20,000, which she sent to his phone. When she requested the return of her driving permit, the officer reportedly re-entered her vehicle, returned Shs10,000, and proceeded to make inappropriate advances.
Court documents state that Kasule allegedly touched the victim inappropriately, kissed her without consent, and refused to exit her vehicle despite her resistance. The victim reportedly managed to leave the scene after tricking the officer by saying she would return his call.
Following the incident, the student reported the matter to her family members, who accompanied her to file a police report the next day. Investigations into the case remain ongoing, according to court officials.
