After the commencement of Semester 2, Academic Year 2018/2019 on Friday 5th January, it seems like lecturers at Kyambogo University will not appear to provide classroom services unless they are cleared pending arrears totaling 29.5 Billion Uganda Shillings.
This resolution to boycott classroom activity follows a letter that was addressed to all Academic Staff of Kyambogo University authored by the Chairperson of Kyambogo University Academic Staff Association, Rev. Dr. Grace Lubaale and dated January 4 2019.
In this Letter, he cautioned staff members to stay home and do their business until government pays all the money pending.

It should be remembered that last year, the leaders of Lecturers from all Public Universities in Uganda under the the Forum for Academic Staff of Public Universities in Uganda (FASPU) unanimously agreed at a meeting on 3rd December 2018 at Makerere University that all staff shall not report for work in January 2019 due to failure of the government to commit itself to payment of Lecturers’ money.
“I communicated our position to the Vice Chancellor on 4thDecember 2018 that we shall not appear for work if not paid the 29.5 Billion arrears. This is to inform you that up to now, I have not received any communication and commitment from the government to paying us the 29.5 Billion arrears in January 2019,” Dr. Lubaale informed the lecturers before advising them not to report for work.
It should be noted that Kyambogo University constitutes about 500 full time lecturers and 800 part time lecturers. In an interview with Dr. Lubaale last year, he revealed that part time lecturers are the most affected and go up to 7 months without clearance of their allowances. Full time lecturers not being an exception, it therefore leaves many questioning the impact of delayed payment on service delivery at the University.
