FROM SOLDIER TO MINISTER: Meet Fred Byamukama, Uganda’s 33-Year-Old New Minister of Works and Transport

He was born in a village in Kakumiro. He wore a UPDF uniform before he wore a suit. And now, at just 33, Fred Byamukama is the man President Museveni has handed the keys to Uganda’s most ambitious infrastructure agenda.

In the new 2026–2031 Cabinet unveiled by President Museveni, Fred Byamukama, who previously served directly under Gen. Katumba Wamala as the Minister of State for Transport has been promoted to full cabinet rank to lead the entire Ministry of Works and Transport. It is one of the biggest jumps in the new lineup, and one of the most talked about.

The Boy from Kikwaya

Byamukama was born on June 3, 1992, in Kikwaya village, Kikwaya sub-county in Kakumiro District, to Mzee Karoli Kamanyire and Evelyn Nyakato. He attended Kikwaya Primary School before joining Mandela S.S. Hoima for both O’ and A’ Level.

His academic path was anything but ordinary. He holds a Bachelor of Science in Anaesthesia Medicine from Busitema University, a diploma in nursing from the Mulago School of Nursing and Midwifery, and a certificate in enrolled comprehensive nursing from Kabale School of Comprehensive Nursing. A medic who went on to run one of Uganda’s biggest ministries — the CV writes itself.

Before politics, Byamukama served the nation in uniform. He was a serving Uganda People’s Defence Forces (UPDF) soldier at the rank of Lieutenant, working within UPDF’s specialised units under the Chieftaincy of Medical Services for seven years, before making the leap into elected politics.

The Political Rise

He defeated state minister for economic monitoring Dr. Kasirivu Atwooki to represent the people of Bugangaizi West Constituency in the 2021 elections toppling a sitting minister in his very first political contest. That alone announced him as a name to watch.

His political footing only got stronger. In December 2025, Kakumiro District formally declared Byamukama unopposed as Member of Parliament for Bugangaizi West Constituency for the 2026 parliamentary elections a clean sweep that showed the people of Bunyoro had made up their minds about their son.

The Upgrade

His replacement of Gen. Katumba Wamala at the Works and Transport ministry means he now inherits a sector central to Uganda’s infrastructure ambitions, including road expansion, railway development, and regional trade connectivity projects.

Museveni’s decision to appoint Byamukama at the helm of the works docket signals that the President hopes the youthful minister could be more pro-active in pushing those ambitions forward. The SGR. The expressways. The airport expansions. The roads connecting Uganda to the region. All of it now sits on Byamukama’s desk.

Previously State Minister for Transport, he now becomes full Minister of Works and Transport — making him one of the standout winners in Museveni’s sweeping new cabinet.

The Verdict

A nurse. A soldier. A two-term MP. And now a full Cabinet Minister at 33. Fred Byamukama’s story is proof that Uganda’s next generation of leadership is no longer waiting in line — it is arriving, fast.
