The troubles of Makerere’s 82nd government under the presidency of Roy Ssemboga seem not to end.
Just in day of events following the resignation of Research and Computer Technology minister, Josam Bagumirabingi, things seem to be getting sour every second.
The fracas was all sparked off by Bagumirabingi’s resignation letter that he wrote yesteday at night. In this letter, he claimed the guild president is overly “greedy” and disrespectful, a reason he couldn’t stomach more of the same.
“The overwhelming love for money by the guild president coupled with arrogance left me with no option but to resign” Bagumirabingi explained.
It’s after receiving this letter that the guild speaker, Imram Kasujja, in powers entrusted to him by the guild constitution, acknowledged Bagumirabingi’s resignation and declared the post vacant.
” I officially received his resignation letter and therefore he is no longer the ICT minister,” Kasujja confirmed.
The speaker explained that according to the guild constitution article 82, the office shall only remain vacant for only seven days to allow the guild president make a new appointment or perharps reappoint the same individual back in office.
However, Ssemboga has not seen any value in Kasujja’s declaration, saying without his only approval, Bagumirabingi can’t resign.
” As the person in charge of appointments and reshuffles, I haven’t been served with a copy of the resignation,” Ssemboga claimed.
He further explained that if at all he is served with this letter, he will announce the position of his government on this. This means that he is the final man and speaker Kasujja can’t make a resolution independently.
But Bagumirabingi insists he doesn’t have any intentions of changing his mind about the resignation.
For now, no one is sure of what is taking place: whether to go with Kasujja’s declaration of the post being vacant or wait for Ssemboga’s, his boss.
