Makerere University Secretary, Dr. Charles Barugahare has dragged University Vice chancellor Prof Barnabas Nawangwe to court over illegal suspension following the graduation gown scandal in January.
According to the suspension letter by Prof. Nawangwe, Dr Barugahare was responsible for the graduation gown scandal which blemished the University’s 70th graduation ceremony.
Dr Barugahare claims that accusations placed against him on the graduation scandal are false and forged in an aim to remove him from his office. Dr Barugahare also says he was away during that specific procurement.
“Prof Nawangwe in all his actions is victimizing me for having performed my duties and refused to bow to his pressures to approve questionable expenditures, consents, contracts and decisions that would have cost the University huge sums of money,” Dr. Barugahare says.
According to Prof Nawangwe, the internal investigations showed that Dr. Barugahare broke several procurement guidelines when he offered a contract to Team Uniform Ltd, a private firm for supply of the gowns.
The High Court will on July 13 hear an application intended to halt the decision of Makerere University Vice Chancellor Prof Nawangwe suspending the University Secretary Dr. Barugahare pending an investigation.
Dr. Barugahare through his lawyers, protests his ‘unfair’ suspension from the accounting office and accuses Prof Nawangwe of ‘witchhunt’.
