Dr. Tom Okurut, a venerable figure in environmental management and academia, has died at the age of 59. The news of his passing was confirmed by Makerere University Business School (MUBS), where he served as the Chairman of the Appointments Board. He died on Sunday afternoon following a brief illness, at Platinum Hospital in Kampala.
Dr. Okurut’s health deteriorated after he complained of a severe headache, leading to his hospitalization. Medical investigations revealed an advancing blood clot in his brain, despite undergoing successful surgery just two days before his sudden demise.
“Dr. Okurut’s death is a significant loss to the community and the nation. He was not only a brilliant and balanced gentleman but also a visionary leader whose contributions have immensely shaped environmental management and policy,” said Prof. Moses Muhwezi, Acting Principal of MUBS.
Throughout his illustrious career, Dr. Okurut made substantial strides in environmental management, initially as a Water Quality Officer at the National Water and Sewerage Corporation, and later at the helm of the National Environmental Management Authority (NEMA), where he served with distinction for ten years until his retirement in July 2021. Under his leadership, NEMA saw a remarkable increase in its operational budget and workforce, testament to his effective advocacy and innovative strategies.
Dr. Okurut was instrumental in reducing environmental pollution by half through the introduction of a compliance assistance strategy, and he played a crucial role in the development of national guidelines and standards for workplace air quality. His advocacy efforts also led to the conceptualization of financial law targeting the reduction of single-use plastics.
In addition to his environmental pursuits, Dr. Okurut was the Executive Director of Climate Change Action East Africa (CCAEA), focusing on promoting sustainable practices and enhancing livelihoods through climate change initiatives.
He held a PhD in Environmental Science from IHE Delft/University of Wageningen, The Netherlands, and was revered for his extensive expertise in sustainable energy and international development.
Dr. Okurut’s commitment to environmental stewardship and his strategic vision in addressing climate challenges in East Africa will be remembered and sorely missed. His passing leaves a void in the environmental and academic communities, both of which benefited profoundly from his leadership and dedication.
