The Uganda Communications Commission (UCC) has asked licensed telecom and internet providers to suspend enforcement action against public WiFi hotspot operators, but only if the hotspot operators voluntarily stop the operations under review while they work towards compliance.
UCC announced the move after holding the first meeting on Wednesday, October 28, of a committee it set up with industry stakeholders to look for practical ways to license and regulate hotspot businesses.
The condition matters. The pause does not mean unlicensed hotspots can keep running as before. Operators who want to avoid enforcement are expected to switch off while talks continue.
UCC said the consultations are meant to find solutions that support lawful businesses, protect consumers and safeguard communications infrastructure.
On the table
According to UCC, the committee discussed:
- Licensing requirements for hotspot businesses
- Consumer protection
- Type approval for equipment
- Registration of operators
- Commercial arrangements between hotspot resellers and licensed service providers
How we got here
| Date | What happened |
|---|---|
| October 13 | UCC gives unlicensed operators seven days to take down equipment before a nationwide crackdown |
| October 20 | UCC meets resellers and KACITA, announces a licensing committee and reseller registration |
| October 26 | UCC says registration will open this week but the compliance deadline stands |
| October 28 | First committee meeting; UCC asks licensed operators to pause enforcement for operators who voluntarily switch off |
What it means for students
For students in hostel areas who rely on pay-as-you-go hotspot WiFi, the latest step offers hope of a legal route back for their providers, but not immediate relief. If providers comply with UCC’s request, many hotspots may stay off until licensing terms are agreed.
Until then, keeping a mobile data backup for coursework and online classes remains the safest bet.
CampusBee has asked UCC how long the consultations will take and when registration will open, and will update this story.
