Ugandan Student Loses Fully Paid Polish Scholarship Over ‘Expired’ NCHE Course Status

A Ugandan graduate’s dream of pursuing a fully funded Master’s degree in Europe has been shattered after the Warsaw University of Technology in Poland revoked a prestigious scholarship, citing an “expired” undergraduate program on the National Council for Higher Education (NCHE) website.

The student, an alumnus of Makerere University who held a Bachelor of Science in Food Science and Technology, was disqualified at the final stage of international verification. Polish admission authorities deemed the qualification invalid after the NCHE portal indicated that the specific course’s accreditation had lapsed in April 2015.

The devastating loss has reignited public outrage over the NCHE’s bureaucratic digital registry, which continues to jeopardize the global academic prospects of thousands of Ugandan youths.

A Bureaucratic Technicality with Life-Altering Consequences

For the affected student, the fully paid scholarship was a hard-earned ticket to advanced global training. However, foreign institutions strictly rely on live, digital databases provided by national regulatory bodies to authenticate foreign credentials. When the Warsaw University of Technology cross-referenced the student’s degree with Uganda’s NCHE online portal, the “expired” status triggered an immediate rejection.

The NCHE has repeatedly defended its nomenclature, explaining that an “expired” status does not mean a degree is invalid, but rather that the program is due for its periodic five-year review and re-assessment.

Regrettably, this semantic distinction does not translate well across international borders. European and British admissions offices view an “expired” status on an official government portal as a lack of valid state accreditation.

Systemic Failures and International Fallout

This is not an isolated incident. The tragedy mirrors a highly publicized case where another Makerere University graduate was rejected by the University of Bristol in the United Kingdom under identical circumstances.

While Ugandan universities argue that students who studied during the initial accreditation windows are legally covered, the failure of the NCHE to maintain an updated, internationally compliant digital system leaves graduates defenseless. Foreign embassies and universities routinely reject manual clarification letters, preferring to trust what is published on live portals.

Parliament Demands Accountability

The escalating crisis has caught the attention of the legislative arm of government. In a parliamentary session, Deputy Speaker Thomas Tayebwa directed the Ministry of Education and Sports to urgently present a comprehensive, updated list of all accredited higher education courses across the country.

“It is unacceptable that our children lose life-changing opportunities abroad because of administrative inertia and failure to update a website,” lawmakers noted, emphasizing the psychological and financial toll these administrative failures inflict on ambitious young Ugandans.

As Parliament awaits the official report from the Ministry of Education, higher education experts are urging the NCHE to replace the damaging “expired” label with globally understood terminology, such as “under review,” to protect Ugandan students from further international disqualifications.
