You cannot see radio frequency spectrum, but it is one of the most important resources behind Uganda’s communications industry.
Every time a Ugandan listens to radio, watches terrestrial television, connects a mobile phone to a cellular network or uses certain wireless technologies, radio spectrum is helping make that communication possible.
Unlike physical infrastructure such as telecommunications towers and fibre optic cables, spectrum is an invisible resource consisting of frequencies used to transmit information wirelessly.
Because multiple services need access to those frequencies, spectrum has to be carefully planned and managed.
UCC’s Role in Managing Spectrum
The Uganda Communications Commission is responsible for allocating, licensing, standardising and overseeing the use of radio frequency spectrum on behalf of the Government of Uganda.
UCC derives this responsibility from Section 5(1)(c) of the Uganda Communications Act 2013.
Effective spectrum management ensures that frequencies can be used efficiently by different services without causing harmful interference to one another.
Mobile operators, broadcasters and other wireless communications systems therefore cannot simply select frequencies and begin transmitting.
Different portions of spectrum are allocated for different purposes, and users may require appropriate authorisation before accessing them.
Why Spectrum Matters to Mobile Networks
Mobile telecommunications networks rely extensively on radio spectrum to connect phones and other devices wirelessly to network infrastructure.
The characteristics of different frequency bands can also influence network deployment.
Some frequencies can be particularly useful for extending coverage across large areas, while others provide additional capacity that can help networks serve large concentrations of users.
Spectrum planning therefore has direct implications for network coverage, capacity and the introduction of new generations of wireless technology.
Broadcasting Depends on Spectrum Too
Radio and terrestrial television broadcasters similarly depend on assigned frequencies to deliver programmes to audiences.
Careful frequency planning allows multiple broadcasters to operate while limiting harmful interference between services.
This makes spectrum management important not only to telecommunications companies but also to Uganda’s broadcasting industry.
Wi Fi and Other Wireless Services
UCC’s spectrum framework extends to other wireless technologies.
The Commission has published guidelines governing access and use of frequencies including the 2.4GHz, 5GHz and lower 6GHz bands, as well as frameworks for satellite communications, temporary spectrum access and spectrum sharing.
UCC also maintains Uganda’s National Frequency Table of Allocation and a Radio Frequency Spectrum Master Plan.
In June 2026, the Commission additionally published draft regulatory tools relating to Digital Audio Broadcasting, including a draft technical code and receiver standard.
Spectrum may be invisible, but its economic value is substantial.
Efficient management enables more people and businesses to connect, supports broadcasters, allows new wireless technologies to enter the market and helps Uganda extract greater social and economic value from a finite national resource.
