Prof. Lawrence Muganga, the Vice Chancellor of Victoria University Uganda, has been appointed Minister of State for Internal Affairs in President Yoweri Museveni’s new Cabinet for the 2026–2031 term, marking a significant shift from academia to the highest levels of government service.
President Museveni announced the full cabinet list on his official X (formerly Twitter) handle, citing powers granted under Articles 108, 108A, 111, 113, and 114 of the 1995 Constitution of the Republic of Uganda. Muganga’s name appears under the Ministry of Internal Affairs, where he will serve alongside Cabinet Minister Prof. Ephraim Kamuntu.
Under Dr. Muganga’s leadership, Victoria University registered significant institutional growth, with a strong emphasis on work-integrated learning and the adoption of emerging technologies in teaching and assessment. The university had publicly celebrated his contributions earlier this year, crediting him with steering far-reaching reforms that turned Victoria University into a model institution focused on practical skills, technology-driven instruction, and real-world learning outcomes.
As Vice Chancellor, he championed work-integrated learning, pioneered the use of artificial intelligence and immersive technologies in teaching, and consistently pushed for a more humane and competency-based education system. His public profile had grown considerably beyond the university gates, with his books and public engagements influencing national discourse on education and Uganda’s broader development priorities.
His move to government now raises immediate questions about the succession of leadership at Victoria University, a chartered institution established in 2011 and located in the central business district of Kampala on Jinja Road, which expanded significantly under his tenure.
The Internal Affairs docket to which Muganga has been assigned oversees critical national functions including immigration, citizenship registration, and national security coordination — areas that will demand a different but complementary set of skills to those he honed in higher education leadership.
His appointment is widely seen as part of President Museveni’s deliberate effort to bring technocrats and proven institutional builders into government as he embarks on a new term.
