A Gulu University law student has written to the University Secretary demanding an explanation for what he describes as the unannounced return of Dean of Students Dr Stella Amero Eduan, six months after she was interdicted over audit concerns.
In a letter dated October 15 and received by the University Secretary’s office on October 16, Daniel Rackara said Dr Eduan was once again conducting official business in the Office of the Dean of Students, with no public word on whether her interdiction had been lifted.
“We deserve answers, not silence,” he wrote.
Rackara stressed that his letter was not an accusation. “This is not a declaration of guilt against Dr Stella; she is entitled to due process,” he wrote, adding that students simply want proof that accountability is being pursued rather than abandoned.
The letter was copied to the Vice Chancellor, University Bursar, Legal Officer, Dean of Students’ Office and the Students’ Guild.
The audit concerns
According to the letter, the University Secretary’s office interdicted Dr Eduan on April 21, 2026. The interdiction letter, Ref. GU/CR/10952, followed the 13th meeting of the university’s Audit and Risk Management Committee on April 17.
Rackara says that meeting documented eight audit concerns, including:
- Funds that had not been accounted for
- Irregular payments totalling Shs87,665,600
- Cash payments of Shs214,030,826 relating to student expenditure
- Failure to pay allowances to students with disabilities
According to Rackara, the interdiction letter described the matters as grave and in need of immediate and thorough investigation. He said the issues touch on money meant for student welfare, some of which students have still not received. He called the concerns about students with disabilities particularly troubling.
The audit findings have not been made public, and CampusBee has not seen the committee’s report or the interdiction letter.
What the student wants to know
Rackara has asked the university to explain in writing:
- Whether Dr Eduan’s interdiction has been formally lifted
- On what basis she has resumed her duties
- How far the investigation has progressed, or what it found, as far as the law allows disclosure
Gulu University has not publicly commented on Dr Eduan’s status. CampusBee has contacted the University Secretary, the Vice Chancellor’s office and Dr Eduan for comment and will update this story.
