The Uganda Communications Commission (UCC) has announced a call for applications from qualified research partners to undertake a nationwide study assessing the effectiveness of its public communication campaigns and programs.
In a notice issued on April 20, 2026, the Commission said the study will generate independent, evidence-based insights into how its campaigns have performed over the past five years. The assessment will examine key indicators such as public awareness, message recall, stakeholder engagement, behavioral influence, and inclusiveness across different regions and population groups.
UCC, established under the Uganda Communications Act of 2013, is mandated to regulate and promote the development of communication services in Uganda. The Commission says the study is part of its broader effort to ensure accessibility, affordability, efficiency, fair competition, and long-term sustainability in the sector.
According to the announcement, the selected partner will also evaluate the effectiveness of various communication channels used by UCC, including radio, television, social media, and community outreach. The role of partnerships with media and industry stakeholders will also be reviewed to determine how they enhance campaign reach and impact.
The findings are expected to inform future policy, regulatory, and institutional decisions. UCC noted that the study will guide the development of more targeted and inclusive communication strategies, particularly in areas such as consumer protection, safe usage of communication services, and improved sector compliance.
Applications are open to experienced academicians, research teams, faculties, and consortia of academic and research institutions. The selected partner will undertake the assignment over a period not exceeding five months, in line with approved terms of reference.
Applicants are required to submit both technical and financial proposals. The deadline for submission is 5:00 p.m. on Thursday, April 30, 2026. Proposals must be sent electronically in PDF format to the official UCC email addresses provided in the call.
The Commission emphasized that the study will play a critical role in strengthening the effectiveness of its public engagement efforts and ensuring that communication strategies deliver measurable impact for Ugandan citizens.
